Joseph Bologna Commanding Officer, Recruit & Background Unit

Staff Inspector Joseph Bologna was appointed to the Philadelphia Police Academy on April 23, 1990.
He has served the citizens as an officer and supervisor in the Patrol, Narcotics, and the Organizational Services Bureaus and served as the Commander of the South Street Detail, an area rich in history, entertainment and community and the Commanding Officer of 19th Police District in West Philadelphia, a diverse Philadelphia neighborhood. Additionally, Staff Inspector Bologna served as the Commanding Officer of the department’s Recruitment/Background Unit and is currently assigned as the Operations Commander for the Patrol Bureau.
Staff Inspector Bologna is also the Commander of most major bike details such as the Pope Detail, and most recently, the Democratic National Convention held here in Philadelphia.
Staff Inspector Bologna is a graduate of Saint John Neumann High School. He has a BS in Criminal Justice from Glassboro State College / Rowan University and a MS from St. Joseph’s University in Criminal Justice. In addition, he is a graduate of Northwestern University's School of Police Staff and Command, and Police Executive Research Forum’s Senior Management institute for Police. He is married and has two children, a daughter who is a certified radiologist and son who is an editor for CBS.
Rhonda M. Glover was born in Annapolis, Maryland and raised in Washington, DC. She graduated from Old Dominion University in Norfolk, Virginia and received a Bachelor of Science degree in Criminal Justice. She subsequently received a Master of Science degree in Management from the Johns Hopkins University in Baltimore, Maryland. Ms. Glover is currently enrolled at the Grand Canyon University in Phoenix, Arizona pursuing a Doctor of Education in Organizational Leadership with an emphasis in Organizational Development. She also holds a certificate in Nonprofit Executive Management from the Georgetown University in Washington, DC.
She began her career with the Federal Bureau of Investigation (FBI) in August 1984 assigned to FBI Headquarters (FBIHQ) in the Technical Services Division. In 1985, she was promoted to the Laboratory Division as a Photographer. In January 1987, Ms. Glover was promoted to the New York Office as an Investigative Specialist assigned to the Special Surveillance Group working Foreign Counterintelligence matters. In September 1988, she was appointed to the position of Special Agent. Upon completion of training, she was assigned to the Newark Field Division investigating drug violations. While in the Newark Division, Ms. Glover was a member of its inaugural Evidence Response Team and worked major investigations such as TWA 800 and UNABOM. In July 1998, Ms. Glover transferred to the Washington Field Office and continued to investigate drug matters. In March 2000, Ms. Glover was promoted to Supervisory Special Agent assigned to FBIHQ, Criminal Investigative Division, Drug Section, Colombian/Caribbean Unit. She was subsequently assigned to the Inspection Management Unit, Inspection Division. In June 2005, she was promoted to the Newark Division to oversee traditional Organized Crime matters. In October 2006, she initiated an Intelligence Program squad of Special Agents focused on the development of human intelligence.
In September 2009, Ms. Glover was promoted to Assistant Special Agent in Charge (ASAC) of the New Haven Field Office overseeing the National Security Branch, which was comprised of the Counterintelligence, Counterterrorism, Cyber and Intelligence programs. From October 2011-March 2015, she served as the Criminal/Administrative Branch ASAC with program management responsibilities for Violent Crime, White Collar Crime, Violent Gangs, Public Corruption, Violent Crimes Against Children, Financial Management and Support Services. She also served as the New Haven Division’s Leadership Coordinator and Compliance Officer. In March 2015, Ms. Glover was assigned to the Human Resources Division, FBIHQ in Washington, DC where she served as the Acting Unit Chief with oversight of the Onboarding New Employees Program, a program to assist new employees in the navigation of their first year of employment with the FBI. Ms. Glover served as the Program Manager for the Professional Development Program in the FBI’s Human Resources Division where she was responsible for the delivery of professional development content. She also served as the Team Leader of the FBI’s Cross-Cultural Mentoring and Sponsorship Program which was developed to transform the landscape of the leadership within the FBI by encouraging inclusive and mentoring relationships and increase more diverse career development networks.
Ms. Glover is a Life member of the National Organization of Black Law Enforcement Executives (NOBLE) where, since 2002, she has served as the NOBLE National Youth Committee Chairperson. As the youth committee chairperson, Ms. Glover singlehandedly developed its acclaimed annual youth leadership conference which has impacted more than 2700 youth. She is also a charter member of the Connecticut Chapter of NOBLE which was initiated in 2010. She is a member of Women in Federal Law Enforcement and a member of the International Association of Chiefs of Police (IACP), where she served on the Human and Civil Rights Committee. In 2008, through the Human and Civil Rights Committee, she developed the IACP’s onsite community service and Explorers Project which is executed yearly during its annual conferences. As a result of her work with IACP, she was appointed to the National Law Enforcement Exploring Committee. She currently serves on the Board of Directors for the Public Safety Cadets. Ms. Glover attended Session 72 of the Law Enforcement Executive Development Seminar where she is a member of its association. Other membership organizations include being a Diamond Life member of Delta Sigma Theta Sorority, Incorporated, a Life member of the National Association of the Advancement of Colored People, and the National Council of Negro Women.
In September 2012, she was selected to participate in the prestigious Masters Series for Distinguished Leaders through the Skinner Leadership Institute, a program designed to empower leaders in Washington, DC. In May 2016, she was selected to represent the FBI at the Harvard University, John F. Kennedy School of Government participating in “Women and Power: Leadership in the New World,” an intense, interactive experience designed to transform women as they advance to top positions of influence in public leadership. She is a member of the International Coach Federation and holds certifications from the World Coach Institute as a Career Coach, and a certification from the Youth Coaching Institute as a Youth Mentor Coach with a focus on ages 14-30. Ms. Glover is also certified to administer the EQi-2.0 and EQ 360 (Emotional Intelligence) assessments which supports individuals in becoming more self-aware to manage behaviors brought to relationships and the workplace.
In September 2007, Ms. Glover was presented with the FBI Director’s Award for Equal Employment Opportunity in recognition of her leadership, training, recruitment, and significant contributions to enhance employment opportunities for women and minorities within the FBI. The FBI Director’s Award is one of the highest forms of recognition received by an FBI employee. Ms. Glover is the recipient of the 2009 Women of Achievement Award presented by the Central Jersey Alumnae Chapter of the Delta Sigma Theta Sorority, Incorporated. She was also recognized by the Western Region, New Jersey of American Society for Industrial Security with the Leadership Award for her service to the community. In July 2013, she was the recipient of NOBLE’s Lloyd Sealy Award for outstanding accomplishments in the field of criminal justice. In May 2017, Ms. Glover received an Honorary Doctorate in Humanitarian Services from the Lincoln College of New England and was its first female commencement day in the 50-year history of the school. She is also the recipient of the Johns Hopkins University 2018 Woodrow Wilson Award for Distinguished Government Service and was recently nominated and selected to serve on the Johns Hopkins Alumni Council. Ms. Glover is a co-author in the best-selling book, “Dear Fear Volume 2:18 Powerful Lessons on Living Your Best Life on the Other Side of Fear.”
Ms. Glover retired from the FBI in September 2018 after 34 years of service. She is now the Chief Executive Officer of the Rhonda M. Glover Group LLC, a training, development and career coaching firm in Washington, DC where she impacts and shifts people throughout the U.S. and internationally.
Detective Carrie McNally is a 29-year veteran of the Seattle Police Department and currently serves as a member of the Recruiting Team. Her previous assignments have included force investigations review, policy and compliance, background investigations, missing persons, advanced training, undercover operations and academy instructor at WSCJTC. She also worked as an adjutant to the Chief’s Office as an aide for two deputy chiefs and the interim police chief.
Detective McNally is passionate about creating new and innovative programs to build community relationships. In 2014, she helped lead the first of its kind Refugee Women’s Institute to build relationships between refugee communities and the Seattle Police Department. She has also led Women in Law Enforcement Career Fairs for the last three years and leads women’s personal safety classes throughout Seattle.
Detective McNally is also a member of the Line of Duty Death Response Team with the Behind the Badge Foundation to help assist families and agencies after a law enforcement line of duty death. She also leads a public safety and military appreciation annual event called Stand With Those Who Serve.
Diana has been with the Mesa Police Department for fifteen years and currently serves as the Communications Center Manager, over-seeing the 9-1-1 and dispatch center. Diana has led the hiring and recruitment division. Diana also serves as the Executive Officer for the Tactical team. She directs personnel and operations from SWAT, Hostage Negotiations, Explosive Ordinance Disposal, K-9 and works closely with Undercover Detectives, Organized Crime, US Marshall’s Violent Offender Unit, Alcohol Tobacco and Firearms Career Criminal Squad and the Gang Enforcement Unit.
Throughout her career, Diana has served in many positions within the police department including; domestic violence detective and sergeant, internal affairs sergeant, homeland security investigator, and various other supervisory and teaching positions.
Diana serves as a mentor and coach across a full spectrum of experience levels, from senior executives to line-level employees. She serves on the board of directors for the Salvation Army of Mesa and Mesa Leadership. She has served as a member of the career advisory board, peer team member and chair of the community engagement team.
Diana holds a Bachelor of Science degree in Business Management and a Master of Administration in Leadership from Northern Arizona University. She is a graduate of Northwestern University School of Police Staff and Command as holds several other leadership certifications.
Diana served in the United States Navy on active duty before she began her career in law enforcement. Diana completed three six-month deployments overseas in 4 years including two deployments to the Persian Gulf and a tour to Japan/Korea. Her time in the Navy prepared her for work in a team environment and leading a diverse group of staff.
Lieutenant Robert L. Bailey is a twelve-year veteran of the Pennsylvania State Police (PSP). He enlisted in the PSP in 2007 and upon graduation from the Academy, he was assigned to Troop J, Avondale in Chester County, Pennsylvania. During his career, he has worked in various capacities within the Department such as the Patrol Unit, Criminal Investigation Unit, and Systems Process & Review Division within the Bureau of Integrity of Professional Standards. Most recently, he served as a Legislative Liaison for the Department within the Policy & Legislative Affairs Office.
In 2018, Lieutenant Bailey was promoted to the rank of Lieutenant and assigned as the Recruitment Services Section Commander, where he currently serves. He is also responsible for implementing and developing the Commissioner’s Equality and Inclusion Committee. He has a passion for community engagement and bridging the gap between law enforcement and vulnerable populations that have negative perceptions of the police.
Lieutenant Bailey is a 1999 graduate of Saint John Neuman High School; and has a Bachelor’s and Master’s Degrees from Millersville University and is currently pursuing a Doctorate Degree from West Chester University. He is also a 2018 graduate of the Northwestern University Center for Public Safety School of Police Staff and Command.

Mr. Marvin Haiman serves as the Executive Director for the Professional Development Bureau. In this capacity, Mr. Haiman oversees the Metropolitan Police Department's Recruiting Division, Metropolitan Police Academy Division, Human Resource Management Division, Disciplinary Review Division, Testing and Assessment Division, and the Office of Volunteer Coordination.
Prior to being named Executive Director, Mr. Haiman served as the Director for the Office of Volunteer Coordination, Patrol Services, leading a team of 250 volunteers, including 90 part-time ‘reserve’ police officers. His team is responsible for a wide variety of engagement initiatives both within the Department and the broader community. Mr. Haiman previously served as the Chief of Staff for Technical Service Division, overseeing IT operations, following his time as Chief of Staff for the Strategic Services Bureau. In that capacity, he supported and led the administration of police recruitment, training, policy, and volunteer service matters for the Department.
Prior to returning to the Metropolitan Police Department, Mr. Haiman served as Director for the Homeland Security Advisory Council for the United States Department of Homeland Security, establishing several key task forces for the Secretary. Prior to his Federal service, Mr. Haiman served as the Deputy Director of the Recruiting Division and Volunteer Services Coordinator for the Metropolitan Police Department of Washington DC among various other positions. As Deputy Director of Recruiting, Mr. Haiman was responsible for restructuring the sworn hiring process, decreasing the amount of time it took to process candidates while increasing the quality of those officers hired.
Haiman graduated from The Johns Hopkins University with a Master’s Degree in Management through the Police Executive Leadership Program and has his undergraduate degree in mathematics from the University of Iowa and received designation as a Certified Public Management Program through George Washington University, as well as certification in Strategic Project Management. Mr. Haiman also graduated from the Metropolitan Police Academy and served as a reserve police officer with the Metropolitan Police Department. Mr. Haiman presently attends the Naval Postgraduate School’s Executive Leadership Program in Monterey California. Mr. Haiman resides with his family in Washington, DC, in the Michigan Park neighborhood.
Commander Sabrina E. Richardson is a native New Orleanian and a twenty year veteran of the New Orleans Police Department. She has a very diverse background within the NOPD including expertise & experience in Public Affairs, Administrative Assistant, Investigations, Special Events, Special Victims Investigations. She is currently the Commander of Internal Affairs and reports directly to Deputy Superintendent Arlinda Westbrook. Commander Richardson is a graduate of Our Lady of Holy Cross College and is currently in the process of earning her Master’s Degree from the University of New Orleans.

Senior Special Agent (SSA) Karen Mory has more than 25 years of law enforcement experience with the California Department of Corrections and Rehabilitation (CDCR). In the first half of her career she served as a Youth Correctional Counselor at Heman G. Stark Youth Correctional Facility, Parole Agent I in San Diego, and Parole Agent II Specialist on the Gang Intelligence and Fugitive Apprehension Unit. For the past 13 years she served in the CDCR Office of Correctional Safety (OCS) Special Service Unit (SSU) as a Special Agent, conducting high profile investigations on prison and criminal street gangs, prison escapes, confidential informant management, staff threat assessments, dignitary protection, high-risk transports, and arrest/search warrant service, throughout Southern California. During that tenure she was cross-sworn as a Task Force Officer with the Bureau of Alcohol, Tobacco, and Firearms (ATF) for eight years and developed expertise in Confidential Informant management. SSU is an elite investigations unit established in 1964 to serve as a liaison between CDCR prison investigators and investigators from local, county, state, and federal agencies and to serve as CDCR gang experts. SSU agents are on call 24/7 to serve the emergency and high profile needs of the department and mutual aid crisis response. SSA Mory is currently the supervisor of the Special Service Unit in San Diego.
SSA Mory has been a departmental trainer for 23 years. She is a Tactical Firearms and Entry Operations Instructor, Master Taser Trainer, Confidential Informant (CI) Management instructor, gang trainer, certified as a Crisis Negotiator and has assisted in Confidential Informant, Naloxone, and Case Management System policy and procedure development for CDCR-OCS.
SSA Karen Mory holds a Bachelor of Arts Degree in Behavioral Science with a minor in Criminal Justice from California Polytechnic University, Pomona, CA.
Mike Boward has 25 years of law enforcement experience, including over 20 years at his current agency in Fort Collins, Colorado. He is assigned as a Training Officer in the Fort Collins Police Personnel and Training Unit, and coordinates recruiting, police officer hiring, background investigations and is an Computer Voice Stress Analysis (CVSA) examiner. Boward served as a Criminal Investigations Detective for over six years prior to his current assignment, and is a Field Training Officer. Boward has taught numerous courses locally and around the nation, including Recruiting and Hiring Strategies, Robbery Investigations, Auto Theft, and Criminal Interdiction. He is a Lead Skills instructor in police driving and a firearms instructor. Boward earned a Bachelor of Science Degree in Communications from Andrews University.

Chanel Dickerson currently serves as the Assistant Chief of the Metropolitan Police Department.
Assistant Chief Dickerson has been in the law enforcement field for over 28 years. For the last 15 years of her career with MPD, she has served in multiple supervisory roles. She has served as the detective sergeant, lieutenant, and for a significant portion of her career, captain of MPD’s Criminal Investigations Division. Her analytical and investigative skills have yielded high closure rates within the sexual assault, financial crimes, and bank robbery units to name a few. She has also managed the Domestic violence unit, focusing on victim services, community outreach and education. During her tenure as the Commander of the Youth and Family Services Division, she oversaw the daily operations and investigations involving child abuse and neglect, child sexual abuse and exploitation, juvenile and adult missing person cases, absconded youth, and internet crimes against children. Under her leadership, a more innovative approach to solving missing persons’ cases was implemented.
Assistant Chief Dickerson has been recognized by MPD for her exceptional community service and expertise in juvenile justice relations, along with a host of many other major career accomplishments. She is highly sought after for her expertise in human trafficking, she most recently presented at the 125th International Association of Chiefs of Police (IACP) Annual Conference and Exposition, and served as a panelist in the “Women In Leadership” conference hosted by N.O.B.L.E in May.
Assistant Chief Dickerson is an alumnus of the George Washington University, possessing a Bachelor’s degree in Police Science, and a Master’s degree in Homeland Security.
Brooke Wright is a veteran of the United States Air Force and a 20-year veteran of the Fairfax County Police Department. She graduated first in her academy class and has risen through the ranks, while serving in various capacities, from an entry level officer to the rank of Captain. Brooke now commands a patrol district of over 125 officers and support staff.
Brooke served as a speaker at the 30th Annual Mid-Atlantic Association of Women in Law Enforcement Conference and the Virginia Equity and Diversity Conference. She has also served in several leadership panels for the Future Women Leaders in Law Enforcement and the Police Leaders of Tomorrow programs.
She has received numerous departmental awards and recognition including Mt. Vernon-Lee Chamber of Commerce Detective of the Year award in 2010 and Police officer of the year in 2012.

Jennifer Beskid is the Director of Policy, Process, and Grants for the Maryland Police and Correctional Training Commissions (MPCTC). In this role, Ms. Beskid administers a Professional Development Grant Fund that awards grants for training and professional conferences to law enforcement professionals in Maryland. She also seeks out and applies for grants to support the operations of the MPCTC. Ms. Beskid works with the Legislative Services Division of the Department of Public Safety and Correctional Services to review and respond to proposed legislation impacting law enforcement professionals in the state. Prior to joining MPCTC, Ms. Beskid held positions with the Maryland Department of Juvenile Services, the Anne Arundel County Health Department, and the Baltimore City Juvenile Drug Court. A native of Pennsylvania, Ms. Beskid earned a Bachelor’s Degree in Psychology and a Master of Community Psychology from the Pennsylvania State University. She is currently pursuing a Doctorate in Education.
After studying Human Resource Management at the University of Richmond, Ms. Tull obtained her PHR- Professional in Human Resources certification and SHRM-CP designation from the Society of Human Resources Management. In January 2017, she also obtained her HRPM- Human Resources Project Management certification from the Project Management Resource Group.

As a female peace officer with over 25 years of experience in California Department of Corrections and Rehabilitation (CDCR), Special Agent in Charge (SAC) Parker has earned her way into some of the most demanding positions the Department offers. Her law enforcement career roles include Correctional Officer, Field Parole Agent, Special Agent, Senior Special Agent, Correctional Administrator, Parole Administrator, and Special Agent in Charge. She has been assigned for the last seven years in the Office of Correctional Safety where she is the SAC over the Fugitive Apprehension Team and Special Service Unit (SSU). Parker has 13 years as a manager in CDCR and has managed the Northern Region of the Office of Internal Affairs, the OCS Emergency Operations Unit, Emergency Planning and Management Unit as well as the Criminal Intelligence Analysis Unit. She is very experienced in handling high profile investigations, critical incidents and response and is the OCS Equal Employment Opportunity Coordinator. SAC Parker is a subject matter expert in Use of Force, she is the Legislative Coordinator for the OCS and is the Project Manager for the OCS Case Management System. In the past few years she has been focused on mentoring and coaching CDCR peace officers who have exhibited great promise and desire to become future specialists and leaders in CDCR and OCS. The roles she has successfully pursued and excelled in within CDCR have traditionally been male-dominated positions. As such she has the unique qualifications to share her experiences with women peace officers in areas of breaking through gender stereotypes and mentoring both women and men. SAC Parker earned a Bachelor of Science degree in Criminal Justice from California State University, Sacramento and a Masters Degree in Public Administration from California State University, East Bay.
Lt. Lisa King entered the Police Academy in March 1981. She spent three years in Patrol before being assigned to the Narcotics Unit where she gained widespread experience through details with State and Federal Agencies. She worked undercover in various assignments including posing as a high school student and a prison inmate. Lisa’s extensive knowledge in this area propelled her to being called as an expert witness for countless drug trial.
In 1994 Lisa left the Narcotics Unit for a time upon her promotion to Sergeant and supervised in one of the busiest district in the City. She returned to Narcotics for a year then was promoted to Lieutenant in 1999 where she remained and was then assigned to the 25th District, another challenging assignment, then to her current position as the Commanding Officer of the Gun Permits Unit.
Lisa teaches regularly on the subject of Gun Permit Laws to new recruits as well as seasoned officers as part of their continuing education.
Lisa has an associate’s degree from Community College of Philadelphia and received Penn State University POSIT and POLEX (police executive development) training class 170 and attended Northwestern University class 148.
Commander Mike Bellows is a decorated law enforcement professional with twenty-nine years of experience. He has served with the Mesa Police Department since 1990 in a broad range of assignments including patrol and tactical operations, training, criminal investigations, professional standards, planning, and human resources. He currently leads the Training & Wellness Division, which is responsible for the basic training academy, advanced department training, range operations, peer & wellness programs, and the reserve officer program.
Mike is a member of the Mesa Police Diversity Committee and chairs the Chief’s Forum for Non-profit Organizations. He volunteers with the Special Olympics and is a member of Arizona Law Enforcement Torch Run State Board and former chair of the Mesa Police Department Special Olympics Committee. Mike holds a bachelor’s degree in education from Northern Arizona University and is a graduate of the Northwestern University Staff and Command School.
John Wilson Lieutenant, Recruit Background Investigations

Lieutenant John Wilson was appointed to the Philadelphia Police Academy on January 2, 1995. He was a member of class #310, which was the first police academy class in the country to graduate under President Clinton’s COPS Program. Class #310 graduated in the rose garden of the White House in the presence of the President.
He has served the citizens as a police officer and supervisor in the Patrol, Internal Affairs, and Organizational Services Bureaus. Lieutenant Wilson served as the Commanding Officer of the Recruit Background Unit and is registered as the department’s expert on background investigations for testifying purposes. Currently he serves as the Administrative Lieutenant for the Recruitment/Background Unit.
Lieutenant Wilson is a graduate of The William Penn Charter School. He holds a BA in Political Science with a minor in Sociology from Villanova University. In addition, he is a graduate of Penn State University’s Police Executive Program.
JuDon Cherry is the co-founder of Legacy 1 Media, a technology solutions Company that produces Recruitment Community Platforms for Public Safety and Colleges. During his original career in Fire Service of over 25 years, he developed a fascination in the art of production which turned to video and technology while working as a private Medic Coordinator at CBS studios. In 2009 he began the education process behind the wave of social analytics and new media technology. During this time, he moved to the Northern California Bay area, where he spent time educating himself and networking in Silicon Valley.
Mr. Cherry has facilitated digital media partnerships with leading agencies and operates platforms across the US and Canada. He has created thousands of public safety jobs utilizing New Media Concepts to target audiences. He is a speaker at conferences and consults Fire and Police Departments about technology, branding, and diversity hiring tactics.
Dr. Rick Ramos is a retired Berkeley California Police Sergeant, who during his tenure developed workshops for police applicants in order to increase the diversity of BPD’s hiring pool. He has spent the last 28 years working in higher education and recently retired as the Dean of Allied Health and Public Safety from Merritt College in Oakland, where he was also served as the lead Workforce Development Administrator.
Dr. Ramos completed a Doctorate of Education from San Francisco State University in 2013, where he conducted research on why a significant number of community college applicants never enrolled in classes. He has leveraged the implications of that study along with his experience in police recruiting to help design a digital pipeline to better connect educational institutions with Police agencies in order to provide them with highly qualified applicants.
I am an active Philadelphia Police Officer for almost 31 years now and am currently assigned to the Phila. Police Department's Gun Permit Unit. My previous assignments during my career consisted of the 18th Police District, The Police Detention Unit, Accident Investigations, and Citywide Vice. I currently hold an Associates and Bachelor's Degree in Criminal Justice and a Master's Degree in Public Safety Management. I also teach a Parenting Class one day a week for a non profit organization in Wilmington, Delaware.
